The public consultation has taken place. There will be another public meeting on Saturday as well as online consultation.
Janet Moxley had sent a letter out giving her views of how the consultations had gone and stressing the importance of the Common Good fund. The secretary will send a copy to Council Members

Police update – 19/12/2023 – 13/01/2024
32 incidents were recorded for Biggar during this period. For comparison, in the same time period
186 calls were received for Lanark and 188 for Carluke.
6 crime reports were raised – these were in relation to Assault, Threatening Behaviour x 2, Theft and
Communications Act x 2
From my analysis of incidents and crime reports there is nothing to indicate any specific trends that
should cause any concerns to the local community.

Matters arising from the minutes of 20 Nov 23
Caravan Park Presentation by David Booth David Booth. Executive Director, Community and Enterprise Resources. David Booth spent one hour explaining the situation. The main points being:
- The caravan site electrical installations are unsafe and need to be upgraded.
- The caravan site laundry and washing facilities need to be modernized
- The current concession is coming to an end and legally cannot be extended. Therefore consultants are drawing up plans to revamp the whole of the Biggar Public Park to make it a more sustainable and viable asset for the people of Biggar and South Lanarkshire, as a public amenity that is attractive and economically viable.
- Public Consultation is planned for January 2024
- It is envisaged that invitations to tender for a long term development contract will be advertised in March
- David Booth is concerned about trying to provide storage faculties for current caravan’s that are on site and that will have to be moved from the present site

Bonfire
This is on track. Councilor Allison reported that there was a bylaw allowing consumption of alcohol on the High Street during the event. Adult flames in the procession will be allowed buy not children’s.

The minutes of the last annual general meeting of the Community Council to be submitted for adoption. The secretary had not been able to find them and so sent them to BCC members on the 27th Nov by E Mail.

Chairperson’s Annual Report He listed items that had been the concern of BCC during the year including: graveyard wall, street lighting, Story Homes , Burn Brae litter, Paddling pool, Litter Picking, Bigger Bonfire, Police support, Biggar Park.
He thanked the members for their support.

Secretary’s Annual Report. He outlined the process of producing agendas and minutes and sending out relevant items that had come on the BCC E mail, to members and placing them on Facebook and Weebly.

Matters arising from the minutes of 16 Oct
Caravan Park
The letter from SLC of the 15th November was presented to the meeting ( see appendix). Councillor Allison said that David Booth. Executive Director, Community and Enterprise Resources, SLC would like to attend our next meeting on the 18th December 2023 to explain the situation. It was agreed that the Secretary will send a letter giving details of the time and venue.
The meeting felt that any development of BiggarPark should be for the benefit of all residents of Biggar, including Caravaners’ and the Golf club
Kello Hospital
The BCC has issued details sent from the NHS concerning new opening times for Kello Hospital these are: “Appointments can be scheduled by calling Lanark treatment room at 01555 667150.
* There is a specific wound clinic in Biggar (located within the out-building at Kello Hospital) that was established when the minor injuries service was suspended. It is well-utilised, and the hours are being extended due to demand. The clinic is scheduled on Tuesdays and Fridays (13:30-16:00), and starting from November 7th, the Tuesday clinic will be operational from 09:00 to 16:00. Appointments can be booked via the Lanark treatment room number mentioned above.”
Bus Times
Stuarts have issued a new bus time table. It is hoped that will be more reliable.
Bonfire
This is on track. It was reported that no consumption of alcohol will be allowed on the street, nor any children’s flames.

28 incidents were recorded for Biggar during this period. For comparison, in the same time period 174 calls were received for Lanark and 215 for Carluke.
3 crime reports were raised – these were in relation to 2 x Culpable & Reckless Conduct and 1x Fraud.
From my analysis of incidents and crime reports there is nothing to indicate any other specific trends that should cause any concerns to the local community.

Windfarm plans – plan includes and reduction of four turbines and to include current access road
Gillian Gardner raised the issue about BIggar applying for a “Biggar in Bloom” recognition, and to have a license for a Farmers’ Market. Both items were approved by the BCC.

I appreciate you seek assurances around storage of caravans until the new arrangements for the caravan park are agreed. Firstly, I would like to provide you with the following update on plans for the park.
The Council has made this difficult decision to close Biggar Caravan Park taking into account the current standard of facilities available at the site and the necessary investment required to bring the park up to an acceptable standard. The caravan park will cease trading for a period of no less than a year from 31 March 2024, giving the Council time to look into options for the future of the wider park, considering market interest in the site and the outcome of a public consultation on the park. Currently, no decisions have been made on what services will be provided at the park in the future.
Separate to this, the Council’s contract with the current provider of management services at Biggar Caravan Park will come to an end on 31 March 2024. You have asked about an extension for the caravanners beyond the 31 January date (the date you state the service provider says he is closing down the site). However, the Council has no legal basis for intervening on matters related to use of the site during the period January - March 2024, and any arrangements caravan owners have with the above provider are strictly between those two parties. South Lanarkshire Council cannot therefore become involved in discussions relating to these arrangements. Nevertheless, the Council expects all caravans to be removed from the site no later than 31 March 2024 and will be issuing a public notice to that effect over the next couple of weeks
You asked about the contractual obligations when the site contract expires, especially in relation to remedial or repairs. I can inform you that the current service providers’ contract is for the provision of management services only i.e. it is not a full repairing and issuing lease. That said, there are general cleaning and maintenance obligations on the Council and the operators.
I note that there will be many caravanners who will have enjoyed long-term seasonal residency at the site and apologise for any upset caused.

Caravan Park
The letter from SLC of the 15th November was presented to the meeting ( see appendix). Councillor Allison said that David Booth. Executive Director, Community and Enterprise Resources, SLC would like to attend our next meeting on the 18th December 2023 to explain the situation. It was agreed that the Secretary will send a letter giving details of the time and venue.
The meeting felt that any development of BiggarPark should be for the benefit of all residents of Biggar, including Caravaners’ and the Golf club
Kello Hospital
The BCC has issued details sent from the NHS concerning new opening times for Kello Hospital these are: “Appointments can be scheduled by calling Lanark treatment room at 01555 667150.
* There is a specific wound clinic in Biggar (located within the out-building at Kello Hospital) that was established when the minor injuries service was suspended. It is well-utilised, and the hours are being extended due to demand. The clinic is scheduled on Tuesdays and Fridays (13:30-16:00), and starting from November 7th, the Tuesday clinic will be operational from 09:00 to 16:00. Appointments can be booked via the Lanark treatment room number mentioned above.”
Bus Times
Stuarts have issued a new bus time table. It is hoped that will be more reliable.
Bonfire
This is on track. It was reported that no consumption of alcohol will be allowed on the street, nor any children’s flames.

3 crime reports were raised – these were in relation to 2 x Culpable & Reckless Conduct and 1x Fraud.
From my analysis of incidents and crime reports there is nothing to indicate any other specific trends that should cause any concerns to the local community.

Matters arising from the minutes of 18 Sept
Caravan Park
The reply from SLC was read out and discussed. Their letter is attached as an appendix to these minutes. It was agreed to reply to this letter expressing the concerns of the Caravan owners who may be forced to leave the site by the end of January 2024. The Community Council felt that it was reasonable that SLC allow them to stay on the site until new arrangements were agreed. It was noted the existing contract to run the park would formally end on the 31st March 2024.
Kello Hospital
The committee studied the letter received from the NHS (copy attached). It was agreed that the Secretary would write back saying that the information given in the last two bullet points was new to the committee members and further clarification was needed.
Bus Times
The Secretary reported that there had been no reply to the letter sent to the bus company. The traffic commissioners had forwarded our letter to their Scottish Office

Bonfire Progress – the bonfire committee had been due to meet 10 October. There has been no information issued as yet. Councilor Allison advised that for next year, if the bonfire committee wanted to enlarge the size of the bonfire then they should seek permission early on in 2024.
AGM Arrangements – this to take place on the 20th November 2023, at 7pm followed by the Committee Meeting. The venue to be the Library. Note the order of the meetings is in line with the BCC constitution.

Appendix:
- Letter from SLC on the Caravan Park:
Thank-you for your correspondence dated 19 September on Biggar Caravan Park. We have indeed received the draft version of the consultants’ report in the last couple of weeks, the detail of which is being considered and discussed internally. The report is complex with a number of factors for consideration in relation to likely market interest in the site, necessary capital investment, and the impact on the caravanning community, local tourism and the wider Biggar community. For this reason, we need to consider the options carefully and ensure we have addressed the risks/opportunities raised within the report before carrying out wider consultation.
As stated in my earlier correspondence, I am happy to come along to a future Community Council meeting once we have fully assessed the consultants’ report, when I will have more information to give you.
South Lanarkshire Council has an occupancy and management agreement with the current service providers in the caravan park. This agreement comes to an end in March 2024. We have informed the service providers that a new caravan contract will not be operational from that time. Depending on the decisions related to the future of the park, there could be further development work required in relation to identifying a new service provider, carrying out infrastructure works and/or developing legal contracts. This will take some time.
In terms of communications with the caravan owners, the Council has no oversight over this as the agreements to occupy the caravan pitches are between the caravan owners and the service providers; but as stated last time, we have been informed by the service providers that they have written to the caravan owners informing them of the above developments.
I hope this provides you with the additional information you need at this time and we will continue to keep you updated as we progress plans for an alternative business model for the Park.

- Letter from NHS about Kello Hospital
Many thanks for your recent enquiry relating to Kello hospital.
I have noted the wider interest you refer to and thought it might be helpful to set out the
background in terms the current provision of care at Kello hospital, particularly in relation to minor
injuries.
Firstly, I want to provide an overall and absolute assurance that our primary focus remains on patient safety across Lanarkshire through what continues to be a period of exceptional challenges.
At the onset of Covid-19 pandemic, NHS Lanarkshire made the difficult decision to suspend the minor injury service at Kello Hospital. The continued pause of the minor injuries service is primarily and unfortunately related to broader staffing pressures across the NHS in Lanarkshire and Scotland and our obligations to ensure safe staffing arrangements across our services.
It is important to recognise that nursing in a minor injuries context requires further qualifications and an enhanced skill set in addition to providing care in the main unit of the community hospital (or any given hospital environment). Recruiting staff with the minor injuries skillset to the community hospitals is exceptionally difficult at this time. Similar challenges also apply to the logistics of training existing ward staff in a way that does not disrupt the delivery and prioritization of care for existing inpatients or those in the community. We also remain especially vigilant regarding Covid-19 as we enter the winter months, aiming to protect both our workforce and our particularly frail patients.
Given the challenges in recruiting the workforce required for the safe delivery of the service it is regrettably not possible at this time to specify when the minor injuries service at Kello Hospital can resume. We appreciate that this is frustrating. We are committed to ensuring appropriate care is available to the communities of Clydesdale, for example with the recent extension of our Hospital at Home service into the locality.
In terms of available support, I would also highlight the following:
From Monday to Friday, appointments are available at local treatment rooms across
Clydesdale for many aspects of care, including minor burns, cuts, and wounds.

Caravan Park
The secretary reported that he had written to SLC but had received no reply. He will write again expressing BCC’s and the Caravan Owners’ concerns especially considering they are being told that the park will close end of January 2024
Kello Hospital
The Committee studied a letter Mr Knock of Quothquan and Thankerton CC had received from NHS Lanarkshire, about the Kello Hospital. This was felt to be an unsatisfactory reply. The secretary was asked to write to the NHS Lanarkshire asking when the Kello Hospital would reopen for the treatment of minor injuries.

NHS and Hearing Aids – Roger Curtis report on the poor customer service he received from the Audio service when reporting a loss of a hearing aid. Apparently there is no facility for paying for a replacement.

Caravan Park
The secretary reported that he had written to SLC but had received no reply. He will write again expressing BCC’s and the Caravan Owners’ concerns especially considering they are being told that the park will close end of January 2024
Kello Hospital
The Committee studied a letter Mr Knock of Quothquan and Thankerton CC had received from NHS Lanarkshire, about the Kello Hospital. This was felt to be an unsatisfactory reply. The secretary was asked to write to the NHS Lanarkshire asking when the Kello Hospital would reopen for the treatment of minor injuries.

The secretary was assigned to write to Stuart Buses nod the traffic commissioners about the matter.
Bonfire Progress – the bonfire committee is due to meet 10 October.

40 incidents were recorded for Biggar during this period. For comparison, in the same time period 221 calls were received for Lanark and 234 for Carluke.
7 crime reports were raised – these were in relation to 1 x fraud, 2 x Vandalism, 1 x Breach of bail, 1 x fire-raising, 1 x threatening behaviour and 1x Road Traffic matters.
From my analysis of incidents and crime reports there is nothing to indicate any other specific trends that should cause any concerns to the local community.

Meeting of Biggar Community Council

Item 1 Caravan Site and Park
This was dealt with as the first item.
The letter of the 14th August from SLC was discussed.
The Caravan owners who were present expressed their concerns about the state of the site and about payments due for the coming year.
The Secretary was assigned to draft a reply giving dates of forthcoming BCC meetings and expressing the concerns of the Caravan owners about payments due for next year.
Item 2 Adoption of Minutes of Previous Meeting (24 July 23).
Two amendments were made to the minutes:
1, Concerning the Caravan Site: the current contract “ is due to end March 2024” not October 2023
2. Concerning the paddling pool the water is a constant flow not stagnant water.
The minutes were then approved. Proposed by Gillian, seconded by CAZ.
Item 3 Police Report 21.3/2023
Community Council-Police Report 21/08/2023
Police update – 24/07/2023 – 21/08/2023 35 incidents were recorded for Biggar during this period. For comparison, in the same time period 156 calls were received for Lanark and 217 for Carluke. 9 crime reports were raised – these were in relation to 1 x Assault, 1 x Vandalism, 1 x Breach of bail, 3 x thefts & 3 x Road Traffic matters. It should be noted that there has been an increase within the wider Lanarkshire and surrounding area of thefts by housebreaking.
It appears that the persons involved are targeting high value performance vehicles, obtaining keys to the vehicles by way of housebreaking.
I would therefore remind everyone to be vigilant and mindful regarding the security of their properties and vehicles, reporting anything suspicious. From my analysis of incidents and crime reports there is nothing to indicate any other specific trends that should cause any concerns to the local community. - Concerning Action Plan _ the Caravan Park seems to be the main priority but still need to consider Health matters and Transportation
Health – Jimmy Ritchie will arrange for the Manager of the Health Centre to come to one of the BCC meetings. Roger Curtis will enquire of the NHS as to when Kello will re-open as a minor injuries centre.
- Jimmy Ritchie raised the question of whether the clock on the Corn Exchange tower would soon be restored to working order, given the work currently taking place. Apparently this is not included in the current contract. Malcolm Muir is the contact.
- The RBS front garden is in need of cleaning up.
- Howiston Square – apparently there is an offer to help in its refurbishment. Jimmy Ritchie to follow up.
- The Bonfire application has been submitted.
- Gillian planned to attend The Spike Aware Preview Film in Moffet tomorrow. Approved by the council.

Matters arising from previous minutes:
3.6 Biggar Youth Project – mural painting on Clydesdale Close. It was felt that the mural should be agreed between the High School and relevant businesses.
4. Appointment of new members : Jimmy Ritchie will talk with Ann Lindsay about whether or not she wants to be an associate, for she was on the previous council that ended October 2022. Jimmy Ritchie will also talk to Al Stewart about being an associate.
5. Matters Raised By Members of the Public:
5.1 Community Hall Closures- Councillor Alison explained about village halls in Abington, Dolphinton and Elsrickle being subject to possible asset transfer from SLC to the communities after they are handed back to SLC by South Lanarkshire Leisure & Culture. He will explain more at the next meeting.
5.2 Crossing of High Street near Station Road – it was reported that progress with Consultation is slow. Councillor McAllan will push for this to be done soon so work can be completed within the financial year.
5.3 Howison Square – there had been a complaint about the poor state of repair

Biggar Community Council Police Report Police update – 15/05/2023 – 16/06/2023 53 Incidents were recorded by Police Scotland for Biggar. For comparison, in the same period there were 266 incidents recorded for Lanark and 291 for Carluke. 11 crimes were recorded during the above timescale. The crimes were for Threatening behaviour, Theft by Housebreaking, Housebreaking with intent to steal, Assault x 3, Vandalism x 3, Fraud and Communications Act. 4 of the above crimes were detected.
Loaningdale House has again been targeted over the previous 2 weekends by youths entering outbuildings and causing damage.. If anyone has any information regarding either incident please email [email protected]. Please do not hesitate to contact us should you have any concerns or anything you wish to discuss. Note from Alan Kerr : “ I see last month mention was made regarding the increase in incidents from the previous month’s figures. Please don’t think an increase in figures relates to increased problems in the area. For example last month 15 incidents were for the same location. Also if multiple persons report the same incident (road accident etc) a number of incidents may be created.”
The report was discussed.
Serious concern was expressed about the vandalism at Loaningdale house. It is now 3 occasions. Councillor McAllan will contact the 2 community police officers.

- Redundant water tank burst in council housing in North Croft road.
- Charging Points – Neil Ingram reported the lack of EV charging points in the High Street and an adequate power supply is still an issue. Apparently one of the problems is the old cabling within Biggar. Ian McAllan will continue to chase up SLC.
- Coat of Arms – has promised A Wilson contacted the Lord Lyons office re the use of the Coat of Arms. He was advised that it should be as shown

Biggar Community Council Police Report
Biggar Community Council Police Report Police update – 15/05/2023 – 16/06/2023 53 Incidents were recorded by Police Scotland for Biggar. For comparison, in the same period there were 266 incidents recorded for Lanark and 291 for Carluke. 11 crimes were recorded during the above timescale. The crimes were for Threatening behaviour, Theft by Housebreaking, Housebreaking with intent to steal, Assault x 3, Vandalism x 3, Fraud and Communications Act. 4 of the above crimes were detected.
Loaningdale House has again been targeted over the previous 2 weekends by youths entering outbuildings and causing damage.. Note from Alan Kerr : “ I see last month mention was made regarding the increase in incidents from the previous month’s figures. Please don’t think an increase in figures relates to increased problems in the area. For example last month 15 incidents were for the same location. Also if multiple persons report the same incident (road accident etc) a number of incidents may be created.”
The report was discussed.
Serious concern was expressed about the vandalism at Loaningdale house. It is now 3 occasions. Councillor McAllan will contact the 2 community police officers.

“Police update – 14/04/2023 – 15/05/2023
41 Incidents were recorded by Police Scotland for Biggar. For comparison, in the same period there were 225 incidents recorded for Lanark and 257 for Carluke.
14 crimes were recorded during the above timescale.
The crimes were for Vandalism x 2 (1 detected), Fraud x 1, Theft by Housebreaking x 1, Communications Act x 5 (2 detected), Breach of bail x 3 (2 detected), Assault x 1(detected) and RTA Offences x 1.
On 05/05/2023 into 06/05/2023 it appears that youths have been responsible for damage to buses parked on Market Road Biggar and to breaking in to an office at Loaningdale house. It is highly likely that the same group have been involved in both incidents. If anyone has any information regarding either incident please email [email protected].

Councillor Allison reported on the reduction of the subsidy which applied to under 16 outdoor sports activity spaces. This was causing a number of issues and SLC were reviewing their decision.

- Community Action Plan - from Alan Wilson. Will be dealt with at a separate meeting. This set for 26th June in the Library. Jim Richie will book.
- Redundant water tank burst in council housing in North Croft road.
- Story Homes Path: the ground under consideration is now up for sale. Contact is Alan McNally, of Story Homes tel.01228 404550 - no change
- Lay by bins – Ben Waine is monitoring.
- Charging Points – the lack of charging points is still an issue, Neil

- Tree Felling –off Market Rd. The land is owned by Crown Estates so they can decide what action to take
- Letter about Northcroft road – now seems to be resolved
- Letter about Rotary Club displaying their sign in Biggar High Street – this was discussed with the two Rotary Club members who were present at the meeting. Pictures of the proposed sign were shown and suggestions made. The consensus was the sign would be a good idea so long as SLC and the Highways Authority were happy with it.
- Letter on Tree felling near Market Road – see 5 above
- Poster on the Notice Board – request from Moffat Mountain Rescue. The notice has been put up
- Rugby Club open day – due 16 May.
- Carnworth Job Advertisement – based on previous decisions, it was felt that it was inappropriate for BCC to advertise this post.

Matters arising from previous minutes:
Redundant water tank burst in council housing in North Croft road. The SLC had sent a complaint form to be completed. The SLC councillors will follow up with SLC to see if there can be any recompense for the extra electricity used to dry out the apartment. Jimmy Richie said he would follow up with the tenant concerned. Story Homes Path: the ground under consideration is now up for sale. Contact is Alan McNally, of Story Homes tel.01228 404550 - no change 20 mph signs are being put up in the Story Homes development Lay by bins are being emptied and need to be the right size 4. Appointment of new members : Helen Leslie was welcomed as a new member and Lesley Craise as an Associate.
5. Matters Raised By Members of the Public:
Rugby Club – they had pointed out that they do not have a waste tip and that the debris observed by a member of the public is to do with the upgrading of the area and will soon be sorted out. The Chair apologised for the misunderstanding. Tree Felling – council members were asked to check when reviewing planning applications for any applications concerning tree felling. 6. Items from BCC. The BCC Secretary has been circulating information arriving on BCC’s e mail to council members and putting relevant items on Facebook and the BCC website.

34 Incidents were recorded by Police Scotland for Biggar. For comparison, in the same period there were 181 incidents recorded for Lanark and 206 for Carluke.
7 crimes were recorded during the above timescale.
The crimes were for Vandalism x 3, Theft x 3 and Theft by Housebreaking.
At the time of compiling this report 6 of the 7 crimes have resulted in persons being reported to the
Procurator Fiscal.

8. Reports from South Lanarkshire Councillors.
Concern was expressed about other parts of the church wall needing repairs. It was confirmed contractor estimators have been contacted by SLC to gather quotes to have Kirk wall repaired. It is hoped work will commence soon. Concern was raised about trees being cut down near Market Road. It was stated that the land is owned by the Crown Estates. It was reported that Smith’s Close is a mess and the light needs to be repaired in Tenant’s Close 9. Treasurers Report:

10. Windfarm Grants – new applications are awaited. There is a need to advertise the availability of grants. It was suggested that we include an advertisement in the Biggar Gala Programme. Action: Laura Shirley.

Alan Wilson still concerned about pavement parking. There was a discussion about how to move the Action Planning Report forward. 13. AOCB
Charging points for electric cars are inadequate. This is an ongoing issue due to not enough electrical power being available. Also those that are available are not always working. No change. Concern was expressed about the lack of water pressure in parts of Pentland Reach. Action: Helen Lesley will follow up.
