DRAFT - Minutes of the meeting held at 700pm on 19 June 2023. Adoption of Minutes of Previous Meeting (15/5/23) The minutes where adopted. Proposed by Carol-Anne Alcorn, seconded Laura Shirley. Matters arising from previous minutes:
3.6 Biggar Youth Project – mural painting on Clydesdale Close. It was felt that the mural should be agreed between the High School and relevant businesses. 4. Appointment of new members : Jimmy Ritchie will talk with Ann Lindsay about whether or not she wants to be an associate, for she was on the previous council that ended October 2022. Jimmy Ritchie will also talk to Al Stewart about being an associate. 5. Matters Raised By Members of the Public: 5.1 Community Hall Closures- Councillor Alison explained about village halls in Abington, Dolphinton and Elsrickle being subject to possible asset transfer from SLC to the communities after they are handed back to SLC by South Lanarkshire Leisure & Culture. He will explain more at the next meeting. 5.2 Crossing of High Street near Station Road – it was reported that progress with Consultation is slow. Councillor McAllan will push for this to be done soon so work can be completed within the financial year. 5.3 Howison Square – there had been a complaint about the poor state of repair 6. Biggar Community Council Police Report Biggar Community Council Police Report Police update – 15/05/2023 – 16/06/2023 53 Incidents were recorded by Police Scotland for Biggar. For comparison, in the same period there were 266 incidents recorded for Lanark and 291 for Carluke. 11 crimes were recorded during the above timescale. The crimes were for Threatening behaviour, Theft by Housebreaking, Housebreaking with intent to steal, Assault x 3, Vandalism x 3, Fraud and Communications Act. 4 of the above crimes were detected. Loaningdale House has again been targeted over the previous 2 weekends by youths entering outbuildings and causing damage.. If anyone has any information regarding either incident please email [email protected]. Please do not hesitate to contact us should you have any concerns or anything you wish to discuss. As always, non-urgent matters should be reported via 101, urgent matters via 999. PC Alan Kerr Q1240 PC Ross Allan Q64 Note from Alan Kerr : “ I see last month mention was made regarding the increase in incidents from the previous month’s figures. Please don’t think an increase in figures relates to increased problems in the area. For example last month 15 incidents were for the same location. Also if multiple persons report the same incident (road accident etc) a number of incidents may be created.” The report was discussed. Serious concern was expressed about the vandalism at Loaningdale house. It is now 3 occasions. Councillor McAllan will contact the 2 community police officers. 8. Reports from South Lanarkshire Councillors. Already covered elsewhere 9. Treasurers Report: New signatures for the bank. Jimmy Richie reported that the paperwork has been sent off. 12. Other Matters
14. Date of next meeting: 21 August. An extra meeting has been arranged on Monday 24 July to discuss the public park/caravan park, an issue that arose after the meeting. Venue, in Biggar Library
