Activities that the money will fund include providing warm spaces, hot meals, group activities and fuel payments. Activities the funding will cover include providing small grants to support local community organisations to host engagement activities to promote the New Scots Refugee Integration Strategy (second link), as well as targeted funding for employability programmes and ESOL to boost the number of refugees finding/ sustaining employment. New regulations will also allow easier change of use of premises in Town Centre locations and to support sectors such as hospitality, retail, small scale offices, as well as providing facilities to promote the use of electric vehicles (parking/ charging points). The second link provides details on the transitional arrangements as part of the phasing in of the changes linked to NPF4. Funding to be shared among 15 projects across Scotland as part of the wider strategy to encourage the redevelopment of vacant brownfield and former industrial sites. Changes suggested under the new legislation include providing tax exemptions to local authorities to promote the buying additional properties in order to boost affordable housing stock. Piloting of the new benefit to begin in late 2023 before the formal launch of the new benefit in the spring of 2024. Results of the recent Scottish Government consultation (held Spring 2022) into the Carer Support Payment to be published in March 2023. Carer Support Payment to be piloted by the end of this year - gov.scot (www.gov.scot) New draft legislation on reforms to non-domestic rates (NDR) aimed at tackling tax avoidance. Regulations laid before the Scottish Parliament will empower councils to crack down on tax-avoidance by non-domestic property owners through practices such as artificial insolvency, loopholes in leasing arrangements or the establishment of shell companies. Changes under the legislation also include proposals to make the owners of non-domestic properties liable for the payment of rates, rather than the property’s occupiers/ tenants, and to allow for liability for payment of rates to be backdated if an offence is repeated within a 5 year period by the property owner. Tax support for businesses - gov.scot (www.gov.scot) The Scottish Government to invest a further £25 million in the Charitable Bond scheme (taking total investment for year 2022/23 up to £105m). The Charitable Bond programme aims to increase the supply of social housing through providing loans to social landlords, where the loan interest is then reinvested as grants to encourage further social/ affordable house building.
